The Arthur O. Eve Higher Education Program (HEOP) was conceived by New York State Assemblyman Eve and has continued to operate at select private four-year colleges and universities across NYS since 1969.
The Academic Opportunity Program (AOP) is a Union College funded program designed to support students from first-generation, low-income backgrounds through academic counseling and financial aid. It is a sister program to HEOP reserved for Union College students living outside of New York State.
Opportunity Programs increase college access for students with demonstrated economic need and the ability to compete academically in competitive higher education institutions. These programs serve more than 4,600 eligible New York State resident students per year. At Union College, HEOP is sponsored in part by an institutional grant and by the support of the New York State Education Department. The financial assistance and academic support provided by HEOP can make attending private colleges a reality for students living in New York State. After fifty years, Opportunity Programs like HEOP and AOP have continued to prove that with proper guidance underprepared students can successfully enroll and graduate from college.
